"Large crane install security monitoring and management system implementation plan" ( 1 )

To implement the " State Council on Further Strengthening the safe production work notice" ( Guo Fa [2010] No. 23 ,bridge gantry crane hereinafter referred to as "Notice" ) required to promote the installation of large crane safety monitoring and management system work to improve the nature of large lifting machinery safety , prevention and reduction of heavy lifting machinery accidents, and the formulation of the work program.

First, the guiding ideology

Adhere to the " people-oriented, safe development " principle and the " safety first, prevention first, comprehensive management " approach, the application of modern information management technology things to produce unit and used as the main body , to improve the performance of large lifting machinery intrinsically safe to promote the upgrading of products to prevent accidents and protect the lives and safety of employees and the public .

Second, the overall objective

In the " Twelve Five " period, to road construction , railway construction, power plant construction , shipbuilding and other industries ( areas ) as the focus , and gradually in the new manufacturing and installing with a large crane safety monitoring and management system ,overhead bridge crane strengthen the large lifting mechanical technology security management and control , and promote standardization and regulation field operations , to achieve large-scale lifting fundamental improvement in the security situation .

Third, the working mechanism

( A ) play an enterprise initiative. This work with large lifting machinery used as the main units and production units , first select the pilot conditional units , give full play to the role of the pilot units and enthusiasm , on this basis, and then gradually expand the pilot and promotion.

( Two ) the establishment of departments linkage mechanism. To effectively promote this work, the establishment of "a large crane mounted security monitoring and management system working group" to take charge of the AQSIQ , the State Administration of Work Safety comprehensive coordination , the Ministry of Railways , Ministry of Transport , Industry and Information Technology Ministry of SERC , the SASAC and other related industry authorities involved in the implementation , guidance, supervision, implementation of local and large-scale production and use of units mounted crane safety monitoring and management system the main responsibility for the safety and protection measures to ensure the safety monitoring of large overhead gantry crane  installation management systems work smoothly and effectively implemented. The Working Group meets regularly to coordinate research and discuss solutions to promote the work of the relevant issues , and based on operational need to hire an expert panel set up to help make the relevant technical support and so on .

( Three ) full play to the social sectors . The relevant standard committee , research institutions, associations, societies, such as the inspection agency technical support and advocacy platform, a strong cooperation and support of this work effectively .
